Most IT staff — 83 percent of those working in the office of the Department of Homeland Security chief information officer — are contractor employees. And of the federal IT jobs there, more than a third are vacant. More startling is the turnover rate among IT staff at DHS is almost 47 percent annually. A new inspector general's report said these conditions present huge challenges — and the department needs to hire many more IT specialists to get a better handle on its IT management.
