Final STRICOM contract awarded

Fourteen companies will share the fourth and final lot of a $4 billion omnibus contract awarded by the Army Simulation, Training and Instrumentation Command (STRICOM), the service announced February 26.

The contractors will support test instrumentation, meaning they will provide products and services such as targets, simulations and instrumentation systems that allow the services to assess military equipment effectiveness. The systems include sensors, telecommunications equipment and other materials that provide the capability to detect, measure, record, transmit, process and analyze information generated during a test or training exercise.

The STRICOM Omnibus contract is designed to allow STRICOM to respond quickly to contracting requirements in support of soldier simulation and training needs throughout the Army, Defense Department and other government agencies. The contract is divided into categories matching STRICOM's business domains — live, virtual, constructive, and test instrumentation.

Under the Omnibus contract, STRICOM pre-selects a group of contractors who have demonstrated their capabilities and are prepared in advance. That eliminates an extensive selection process and enables delivery orders to be awarded quickly.

"What we've basically done is gone through the competitive process upfront and downselected to pre-approved vendors. Now when a customer comes in and says I want an X-Y-Z training device, or I want an X-Y-Z service, we have a pre-approved vendor. We don't have to go through the competitive process again," said Cory Youmans, secretary to the general staff at STRICOM.

Awards for the first three lots were announced in September, December and January.
