New Hampshire solicits ERP proposals
A request for proposals was issued for a system to track back office functions for state agencies.
New Hampshire issued a request for proposals last week for a statewide enterprise resource planning solution that will allow for central tracking and control of every agency's basic functions.
The solicitation is part of Gov. Craig Benson's larger vision for a more efficient and accountable government. "When fully implemented, this system will provide integrated financial and human resource information to all state agencies, allowing the state to accomplish more with lower administrative costs," according to the notice.
The RFP specifically highlights several back-end functions at agencies to be covered by the final vendor solution, including accounts payable, asset and inventory management, grant and project management, and purchasing. State officials did not immediately return calls about the contract, but Benson's fiscal 2004-05 budget includes $25 million for the project.
Administrative Services Department officials, who lead this initiative, plan to make an award in June on the 10-year contract, which has four options to extend the contract by five years each, up to June 30, 2034. Implementation is scheduled to begin by June 16, and the contract calls for the basic accounting capability to be in place by June 30, 2005, and the full system to be running by May 2006.
A mandatory vendor conference is scheduled for March 9 in Concord, N.H.
