BearingPoint Inc. will help the Defense Finance and Accounting Service build an interim payroll system as the services wait for the deployment of the Defense Integrated Military Human Resources System (DIMHRS).
The integrator will provide technical and transitional assistance to the MilPay Systems Transition Program Office, which will develop the Forward Compatible Payroll system. The project is valued at up to $14.5 million.
The Forward Compatible Payroll system will provide an interim military payroll solution as work continues on DIMHRS. DIMHRS passed its critical design review last year, but may not become operational until 2008, a year later than originally expected.
A number of commercial-off-the-shelf components will be employed in the Forward Compatible Payroll system. Those include Oracle Corp.’s PeopleSoft Global Payroll, Computer Associates International Inc.’s CleverPath Aion Business Rules engine, webMethods Inc.’s Integration Platform, Savantage Solutions Inc.’s Altimate accounts receivable/accounts payable, and Business Software Inc.’s TaxFactory. The custom-built Pay Warehouse element of the Forward Compatible Payroll system will use Cognos Inc.’s ReportNet and Informatica Corp.’s PowerCenter.
BearingPoint said it already has teams stationed at MilPay Systems Transition Program Office locations in Cleveland, Indianapolis, Denver, Arlington, Va., and New Orleans. The company’s contract may extend to September 2009, if all options are exercised.
