Agencies would have to evaluate their contractors for fulfilling subcontracting plans under a proposed rule.

Published today, the proposal from the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council would have contractors judged on their subcontracting practices, including small business subcontracting, on:

* Orders exceeding $100,000 placed against a Federal Supply Schedule contract or a governmentwide acquisition contract.

* Single agency task-order and delivery-order contracts more than $100,000 when such evaluations would produce more useful past performance information for source selection than in the overall contract evaluation.

Those evaluations would become part of the contractor's past performance record if the rule is adopted.

Comments are due by August 22.
