GSA issues draft reorg plan

The proposed reorganization of the General Services Administration would combine the Federal Technology Service and the Federal Supply Service into a single Federal Acquisition Service (FAS), according to a draft plan released today.

The new service would have a commissioner position to oversee its operation, and it would eliminate separate FSS and FTS commissioner positions.

“The key goal for the new Federal Acquisition Service is to improve our organizational capability to efficiently and effectively deliver excellent acquisition services that provide best value for our federal agency customers and the American taxpayers,” said GSA administrator Stephen Perry in a statement.

A GSA internal task force working on the reorganization submitted its proposal to Perry May 31 for review. Perry issued the draft plan today.

Perry’s draft plan streamlines operations across the organization, including in the offices of the chief information officer and chief financial officer.

Other provisions of the draft plan address:

* Acquisition management. FAS will focus on acquisition management to ensure that the organization’s activities are fully compliant with laws, regulations and policies and that operating practices are consistent across business lines and regions.

* Integrated technology services. This portfolio combines the existing information technology, professional services and telecommunications businesses.

* Travel and personal property disposal services. Those three businesses will operate with their own supplier industries but also include opportunities for synergy and scale.

GSA will hold a meeting with industry to hear comments on the draft plan June 13 from 9 a.m. to noon in the GSA Auditorium at 1800 F Street, NW. The final plan is scheduled to be completed in July 2005.
