GSA issues draft SmartPay solicitation
Comments wanted on effort to renew government purchase card program.
The General Services Administration has issued a draft request for proposals for SmartPay, the program that allows authorized federal employees to use cards similar to credit cards for small procurements.
The current SmartPay contract does not expire until November 2008. Comments on the draft RFP are due June 23.
Changes to the program outlined in the draft RFP include:
- Improved access to purchase card data and data management tools to aid in strategic sourcing and risk identification.
- Stronger security.
- Technology to help government users avoid paying taxes -- or recover taxes paid -- when using the cards.
Although the time frame is still generous, GSA started early to try to improve the program. The agency issued a request for information seeking ideas for the future of the program in June 2005.
