Mark Twain is famous for popularizing the opinion of 19th-century British Prime Minister Benjamin Disraeli that “there are three kinds of lies: lies, damned lies and statistics.”

The government information technology market is flush with numbers. And as Disraeli’s sentiments hint, you can change the meaning of the numbers depending on how you use them.
