FCW Insider: Transition hobbled by FISMA?

FCW reporter (and frequent FCW Insider contributor) passed on this little nugget:

In a speech yesterday, Ed O’Hare, chief information officer at the Federal Acquisition Service, said it will take between 30 and 60 days for the new administration’s incoming appointees to get a computer because of the Federal Information Security Management Act requirements.

Another FCW Insider node reports that some listeners were baffled by this statement.

Just thinking out loud here, but I would guess incoming administration officials would frown upon reports of such delays. Surely the system can work better than that.
