Blum led the Office of Federal Procurement Policy's initiative to draft comprehensive guidance on procurement reforms. His blueprint was President Barack Obama’s March 4, 2009, memo on government contracting, issued soon after Obama's arrival at the White House.

Relying on a process that included all interested parties, Blum balanced the needs of the new OMB team against the needs of the acquisition workforce, which is already stretched beyond capacity.

“Mathew's substantial contributions to the major policies that shape our acquisition system and his ability to develop common sense solutions for complex issues are highly regarded and make him an outstanding leader in the federal acquisition community,” said Lesley Field, deputy administrator of OFPP.
