VA publishes draft solicitation for upcoming 'T4' IT acquisition

The Veterans Affairs Department’s $12 billion solicitation for information technology services under its Transformation Twenty-One Total Technology acquisition vehicle has moved a step closer to fruition.
VA’s Technology Acquisition Center said the goal of the solicitation is to acquire IT and telecommunications services for program management and strategy planning, systems/software engineering, enterprise network, cybersecurity, operation and maintenance, and IT facility support.
VA published a draft request for proposals on May 21 indicating that it intends to award as many as 15 indefinite-delivery, indefinite-quantity prime contracts with a maximum total value of $12 billion over five years. Task orders will be issued on a best-value, performance-based time and materials, cost-reimbursement, or firm-fixed-price basis.
The formal RFP is expected to be published on or about June 11. Questions and comments will be accepted until June 7, and a presolicitation conference will be held June 8.
