IRS to manage Treasury procurements

The Treasury Department is transferring its procurement duties to the Internal Revenue Service, according to a new announcement from the IRS’ procurement director.

Treasury and the IRS signed a memorandum of understanding Oct. 22 to begin the shifting of work, Fred Martin, IRS’ director for procurement, wrote this week in the announcement obtained by Federal Computer Week.

Officials agreed in the memo to have the transfer complete by the start of fiscal 2011. For a successful transition, the various offices and organizations, including the National Treasury Employees Union, have many details and processes to work out, Martin wrote.

Officials have set up a transition team from across the two agencies to create a plan for transferring duties and implementation. Martin has asked Cindy Lynn, chief of IRS’ Midstates Area Operations Branch, to lead as the IRS’ procurement project manager because of her background in operational procurement and experience with enterprisewide projects, the announcement states.
