The House IT guy. Beutel is the legislative architect of the Federal IT Acquisition Reform Act, which made it through the House as an amendment to the defense authorization bill but ultimately failed to pass Congress. Although he deserves credit for working with industry groups and the CIO Council to craft IT acquisition reforms that would benefit the government and taxpayers, Beutel's work in 2013 was far broader than FITARA. As one federal IT official said, "Rich is a player at the forefront of cyber, contracting and everything else."
