DISA plans reboot of $12B IT contract
Encore III, a global IT vehicle for DOD, enters the pre-solicitation phase.
WHAT: A sources-sought announcement for ENCORE III from the Defense Information Systems Agency.
WHY: Encore II, a 10-year global IT contract vehicle with a $12 billion ceiling, is due to expire in 2018. A new edition of the contract vehicle, covering enterprise IT, integration, application development, managed services, cloud and more, will take its place. The new contact, designed to support the migration of data and applications to the Joint Information Environment, will "maximize" the use of commercial technology, and resort to development only in the case of unique requirements, according to the sources-sought announcement.
Encore II has 26 prime contractors, some of which qualified via a small business set-aside. The first two iterations of Encore put a strong emphasis on small business participation, and Encore III is no different in that regard. The pre-solicitation notice is designed specifically to gauge the interest of small businesses in supplying products and services across its 21 performance areas.
