Etter used Lean Six Sigma processes to streamline the accreditation and certification process of cyber assets in the Navy, reducing it from 28 steps to nine. He brought considerable improvement to what was formerly a cumbersome process.
Under the President’s Management Agenda, all cyber assets must be certified and accredited. Etter spearheaded that process to achieve green status, signifying greater than 90 percent compliance. He plays a critical role in the Navy’s cybersecurity efforts.
“Richard is a visionary leader in the information assurance/computer network defense discipline who has aligned the Department of the Navy team to achieve superb levels of success,” said Robert Carey, the Navy Department's chief information officer.
