Obama names DHS management honcho
President Barack Obama has named Rafael Borras as DHS under secretary for management.
President Barack Obama has chosen Rafael Borras to be under secretary for management at the Homeland Security Department.
Borras has served as vice president, construction services, for the URS Corp.'s Mid-Atlantic Region and claims services since 2000. Borras was regional administrator for the General Services Administration’s Mid-Atlantic Region, where he led real estate services, supply and procurement, and information technology services to federal agencies, from 1997 to 2000.
Borras also was deputy assistant secretary for the Commerce Department from 1994 to 1997. He has been deputy city manager and commissioner of human services for New Rochelle, N.Y., deputy city manager for City of Hartford, Conn., and administrative officer for Miami Dade County, Fla. He was director of communications for the International City/County Management Association from 1985 to 1991.
