Barrett is considered a far-seeing problem-solver who can work at the tactical and strategic levels.

She has led improvements in communications and information technology that go well beyond her carrier strike group and the Navy. For example, Barrett identified information assurance gaps in the Navy's staffing and training tools for afloat personnel that will result in improvements to the overall security of the Global Information Grid.

“She has the ability to be candidly frank with the facts in a way that plays as well up the chain of command as down it,” said Robert Carey, the Navy Department’s chief information officer. “At the same time, she keeps the mission focus upfront.”
