Bales has led the identity management initiatives related to Homeland Security Presidential Directive 12, the government’s smart-card credential program for employees and contractors, since April 2006.
She helped develop a governmentwide architecture for identity, credential and access management and was instrumental in developing frameworks that allow federal agencies to accept credentials issued by outside entities.
“She has credibility throughout the government and commands respect, and because of that, she was able to continue the momentum and deployment [of the cards] through the changes in administration,” said Kshemendra Paul, chief architect at OMB. “She’s also been key to the buildout of a detailed modernization road map, which is a major piece of work.”
