Lewis helped set the new administration's focus on cybersecurity before President Barack Obama even took office.

Lewis led CSIS' Commission on Cybersecurity for the 44th Presidency, which was created before the 2008 presidential election to prepare recommendations for the incoming administration about developing a comprehensive national cybersecurity strategy.

The group's December 2008 report helped to establish cybersecurity as a primary national security priority and define cyber policies for the Obama administration.

Thanks to Lewis' leadership, “the commission was an influential voice in the call for the incoming president to make cybersecurity a top issue for his administration," said Phillip Bond, president of TechAmerica. "And it happened: President Obama appointed the first-ever White House cybersecurity coordinator."
