Smith created and launched the Secure Communities program that made fingerprint databases at the Homeland Security and Justice departments interoperable.

That interoperability is said to have enhanced information sharing among federal, state and local authorities and made more efficient use of resources at ICE. Smith also played a major role in developing the overall strategy for the program, which helped secure appropriate funding from Congress in fiscal 2008 and 2009.

"Tadgh’s leadership and technical understanding of DHS’ [Automated Biometric Identification System] and FBI’s [Integrated Automated Fingerprint Identification System] ensured that ICE was able to take advantage of the interoperability between these systems to ensure the success of Secure Communities," said Robert Mocny, director of DHS’ U.S. Visitor and Immigrant Status Indicator Technology program.
