White House names new chief of terrorism-related info sharing environment
The Obama administration has named a new leader for an office tasked with improving how agencies share terrorism-related information.
The Obama administration has named Kshemendra Paul as the new Program Manager for the Information Sharing Environment, a federal office that the George W. Bush administration established to improve the sharing of terrorism-related information among agencies.
Paul has been serving as the Office of Management and Budget’s chief architect. In that role, he led the government’s efforts to encourage agencies to participate in the Obama administration’s Data.gov program.
Congress required establishing an Information Sharing Environment to facilitate sharing terrorism-related information as part of an intelligence reform law enacted in 2004.

In 2006, Bush created the PM-ISE office as part of the Office of the Director of National Intelligence. Under the Obama administration, the PM-ISE will remain organizationally in the ODNI. There had been an ongoing debate about whether the office should be relocated to the White House.
