Federal 100: Elayne Starkey
Elayne Starkey
Chief Security Officer
Delaware
Elayne Starkey is all about helping young people realize their talent in the field of cyber defense. In 2010, she managed the nation’s first collegiate cyber camp and oversaw a statewide online competition that led to 15 highly qualified students attending an intensive, hands-on cyber camp at Wilmington University.
She also recruited high school teams for the U.S. Cyber Patriot competition, including the only all-woman team, which was very successful in the competition. Starkey has helped colleges in her home state get engaged in the National Collegiate Cyber Defense Competition, and she is preparing to launch a statewide high school competition called Cyber Foundations this year.
As an advocate for budding cyber talent, Starkey has set the bar high for her counterparts in other states.
