Federal 100: Richard Spires

As if he wasn’t busy enough overseeing DHS’ $6.4 billion worth of IT investments, Richard Spires took over as chairman of the CIO Council’s Best Practices Committee last year. And he has quickly become the go-to guy on the council.

Working with industry and government executives, he spearheaded the development of an influential set of recommendations that the Office of Management and Budget used when formulating its 25-point IT management reform plan. He also created a process for identifying how CIOs could best implement those reforms.

In addition to helping to lead the way as the Obama administration seeks to transform the government’s IT, Spires has reinvigorated the Best Practices Committee with the addition of several other leading CIOs.
