The Obama administration's cybersecurity proposal would create "a virtual army of insiders," Internet Security Alliance President Larry Clinton said at a House subcommittee session.
Draft legislation of the administration's plan would give companies the responsibility for threat mitigation, but assessment of risk control would be done by third-party inspectors.
