The Defense Information Systems Agency's poor oversight of the White House Communications Agency has resulted in poor acquisition practices and overspending by the WHCA, according to a recent report by the General Accounting Office.

The GAO report describes procurement and spending problems occurring over the last 10 years at the WHCA, including spending funds without contractual authorization, purchasing items for the Secret Service without requiring reimbursement, authorizing duplicate payments, failing to assure that telecommunications equipment was leased cost- effectively and incurring interest penalties for late payments.

GAO cited a Defense Department inspector general report indicating that the Secret Service did not reimburse DOD for annual communications support totaling $4.3 million between 1990 and 1995.

The WHCA is one of 16 field offices of DISA; it provides communications support for the president.

GAO called the problems "serious management issues that warrant top management attention at DOD and the White House."
