The Immigration and Naturalization Service last week awarded Wang Government Services Inc. a $538 million information technology services contract that will support the whole range of INS systems.
Under the five-year Facilities Operations Support (FOS) contract Wang Government Services will manage computer operations software installation systems maintenance and computer-user support tasks throughout INS including systems run by the agency's benefits-processing centers border-patrol stations and INS district offices.
For example Wang Government Services will support a system operated jointly by INS and the Customs Service that is used to check that people entering the United States are in good legal standing a system INS uses to track the progress of enforcement actions against illegal immigrants and systems for rapidly processing information on people who travel frequently across U.S. borders.
Allied Signal GTE Corp. Keane Federal Logicon-Syscon and The Maxima Corp. were among those who bid on the FOS follow-on contract according to an industry source. Wang Government Services officials declined to comment on the win until INS gives permission.
Maxima Lanham Md. had been the incumbent on the previous FOS contract which it won in September 1992. The contract was worth only $32.6 million. The value of the follow-on contract was greatly expanded because INS merged hardware maintenance requirements previously handled by GTE with contracts that Maxima holds for managing automated data processing operations at INS headquarters as well as help-desk operations and IT support services at INS field offices around the world.
"We're pulling those all together because we feel there will be some synergy from the smoothest possible integration of that work " said David Goldberg deputy associate commissioner for information resources management at INS.
The follow-on contract will be open to other Justice Department bureaus and offices. INS officials have set aside $338 million of the contract for IT support services leaving $200 million for the rest of DOJ and other federal agencies Goldberg said.
