The White House this month nominated Air Force chief information officer Art Money to serve as the assistant secretary of Defense for command, control, communications and intelligence (ASD/C3I). If approved by Congress, Money would fill a position left vacant since Emmett Paige Jr. retired last year.

Arthur Gross, chief information officer of the Internal Revenue Service and the man in charge of the multimillion-dollar IRS modernization project, will resign April 1 to become executive vice president and CIO of the Albany Medical Center in New York.

Mark Uncapher, who last month resigned as counsel for the House Subcommittee on Management, Information and Technology, has been named vice president for the Information Services and Electronic Commerce Division at the Information Technology Association of America. Uncapher was responsible for Year 2000 issues and was the principal committee staff member for the Electronic Freedom of Information Amendments of 1996.

George Donohue, the Federal Aviation Administration's associate administrator for research and acquisitions, announced he is leaving the agency to pursue private-sector work. Donohue also withdrew his name from nomination as deputy administrator of the FAA.

Raymond Long, former manager of air traffic services for the Year 2000 program office at the Federal Aviation Administration, has been named FAA Year 2000 program manager. Long will focus primarily on the contingency plans for the agency's mission-critical systems.

Holly Twining, acting director of telecommunications services and operations at the Agriculture Department, is now principal for Information Technology Operations at the Transportation Department's Transportation Administrative Service Center.

James F. Holmes was named acting director of the Census Bureau, replacing Martha Farnsworth Riche, who announced her resignation last month. Holmes served most recently as director of the Census Bureau's Atlanta regional office.

Ella Schiralli left the Electronic Industries Association, where she was director of marketing and government relations, and joined the law firm of Manatt, Phelps and Phillips. She will be lobbying for and advising the firm's clients on federal procurement issues.

Burt Newlin was named senior policy analyst in charge of records management policies under the Defense Department's Office of the Assistant Secretary for Command, Control, Communications and Intelligence. Newlin, previously a computer specialist who oversaw development of functional standards for DOD's electronic record-keeping systems, replaced Chuck Arnason, who retired from the government Dec. 30.

Richard Kellett, of the General Services Administration's Office of Governmentwide Policy, has been appointed chairman of the Federal Acquisition Regulation Joint Information Technology Committee. The committee provides advisory support to the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council.

Michael Gentry, senior technical director and chief engineer for the Army Signal Command, was selected last month as a member of the Arizona Information Technology Authorization Committee, a group that plans, coordinates and oversees IT used by agencies within the Arizona state government.
