DIA taps six firms for intell BPAs

The Defense Intelligence Agency last week awarded blanket purchase agreements to six vendors under a $300 million program that will serve as one of the primary vehicles of information technology services for the Defense intelligence community.

DIA tapped Computer Sciences Corp., Litton/PRC Inc. and Synectics Corp. for the full range of services that are available on the DOD Intelligence Information System (DODIIS) Integration and Engineering Support Contract II (DIESCON II) program. ASI Systems International, BTG Inc. and SRA International won for specific service categories.

DODIIS encompasses the worldwide communications network, computer systems, personnel and procedures used by the Defense intelligence community and national-level decision-makers to collect, process and share information. The DODIIS community includes DIA, the various intelligence organizations within DOD and elements from the military services and joint commands.

The contract outlines a laundry list of system integration, migration and engineering services needed by DIA across four categories: community infrastructure management, information systems, intelligence support and information services, and general technical support services.

Officials at DIA could not be reached for comment. But according to the DIESCON II statement of work, DIA is seeking expertise in network planning, engineering and management; system security; Year 2000 support; application development and integration; business process re-

engineering; training and documentation; facilities management; World Wide Web development; video production and teleconferencing support; and other areas.

The original DIESCON contract was an indefinite-delivery, indefinite-quantity contract awarded to CSC in 1993. To date, the company has completed more than $100 million in business, which spans the full spectrum of the statement of work issued by DIA, according to CSC.

The DIESCON II award is "a recognition of our performance over the last five years," said John Gist, the DIESCON II program manager for CSC. "Obviously, we have the ability to execute."

Litton/PRC, which has a staff of 800 supporting the military intelligence community, recently completed the acquisition of TASC Inc., boosting the size of its staff to about 2,500 and broadening its expertise to include national-level intelligence skills. The DIA contract "is probably the broadest contract available in the intelligence community," said Ray Landers, the DIESCON II program manager for Litton/PRC.

SRA won a prime contract for community infrastructure support services and will serve as a subcontractor to BTG.

"DIA deserves a lot of credit," said Michael Fox, vice president and director of federal business development for SRA, which will provide community infrastructure support services.

BTG will provide facilities management services, database management expertise and other general technical support to DIA.
