The primary author of the policy that governs how federal agencies use information
technology is moving to a new job — one in which he will have to comply
with the policies he created.
Peter Weiss, who is the chief author of Circular A-130, said he is leaving
the Office of Management and Budget for a job in strategic planning and
policy at the National Oceanic and Atmospheric Administration and the National
Weather Service. He will join NOAA March 13.
Weiss leaves OMB as a senior policy analyst in the Office of Information
and Regulatory affairs.
In his new job, Weiss said he will work on international as well as
domestic information and data policy matters. An emerging international
issue on his agenda is what to do about foreign nations that refuse to share
government-collected data. A number of European countries not only do not
follow the U.S. model of open access to government data but are moving toward
selling data, he said. Weiss said he will also work on domestic issues such
as agency strategic planning, annual budgets and compliance with the Government
Performance and Results Act.
