GPRA out of grasp

So far only a handful of federal agencies have succeeded in showing

how spending relates to results, according to Rep. Stephen Horn (R-Calif.)

and the General Accounting Office:

* Nuclear Regulatory Commission

* Administration for Children and Families

* Health Resources and Services Administration

* Environmental Protection Agency

* Internal Revenue Service

* Transportation Department

* Education Department

* Labor Department

* General Services Administration

GAO also found the following agencies' 2000 performance plans lacking:

* Department of Health and Human Services

* State Department

* Defense Department

* Energy Department

* Small Business Administration
