The Immigration and Naturalization Service's optical card is a terrible choice for any security solution ["State Department orders LaserVisas"].

The readers alone are prohibitively expensive and, moreover, the use of the card as a storage device (its only attribute) is unwarranted given the system it works with is an online design.

What we have here is a very good sales person with an antiquated product, hanging on to a customer relationship.
