County recorders getting new tool

Hart InterCivic, a provider of electronic solutions for state and local

governments, this year plans to introduce a complete Web-based system for

filing, recording, managing and accessing official public records.

The company's Anthem product suite is the next system on deck for county

recorders, building on the features of Hart Workflow for Public Records,

said Bill Stotesbery, vice president marketing for Hart InterCivic.

Fifty counties in 15 states use Hart Workflow for Public Records, a

solution for county recorders that is designed to speed the processing of

land records and marriage licenses, to improve the recording and preservation

of birth and death records and to manage access to those records, according

to the company.

The Anthem product suite extends this solution by placing all processes

and data on central server and enabling users — including a county's recording

staff as well as external users — to access the system via standard Web

browsers.

Anthem's four modules may be installed individually or as an integrated

solution:

*Anthem OPR. This module includes business-driven components that support

management of public records from cashiering, imaging, indexing and retrieval.

*Anthem eRecorder. This is an open interface that enables Anthem to

electronically receive and process documents that originate outside of the

recording office.

*Anthem Vital Record. This module includes a group of products that

support management of marriage, birth, death and other records.

*Anthem WebAccess. This supports public access to public records via

any standard browser.

When the product is in October or November, Anthem will focus mainly

on property records, Stotesbery said. However, the system will evolve over

time with the addition of new features, he said.
