Problems with Homeland Dept.

Following is a response to an FCW.com poll question that asked, "Would the creation of a cabinet-level department strengthen homeland security-related IT initiatives?"

The problems with the concept of a Department for Homeland Security that I can envision are as follows: It seems that it may interfere with the valid and constitutionally assigned powers of the departments of Defense and Justice, respectfully.

Justice ensures that laws are adhered to. DOD's responsibility is to safegaurd the nation. Creation of a Cabinet-level authority poses the unpleasant risk of circumventing the rightful authority of the presidency in that such a role would almost surely evolve from an advisory to an actively delegating position.

It might also dilute the day-to-day decision processes that are required in the executive office.
