Aldona Valicenti, former chief information officer of Kentucky, has joined Oracle Corp. as vice president of business development and strategy.

Valicenti left Kentucky in November 2003 after six years as the state's first CIO. In that time, she became a leader among state information technology officials, serving as president of the National Association of State CIOs and even helping Japan establish a similar organization.

At Oracle, Valicenti will focus on state and local government needs. She held several positions in the corporate sector before entering government service, including several years leading IT efforts at Dow Corning Corp. and Amoco Corp.
