Office of Management and Budget officials are looking at the Accenture Public Sector Value Model as one of several ways to measure how well e-government is serving citizens' needs.

Under the assessment, organizations that score high on the outcomes part are meeting citizens' needs. It is just as important, however, to meet those needs as efficiently as possible.

The e-government goal is to provide citizens with better service that costs less.
