The Federal Geographic Data Committee's draft guidance asks agency officials to assess whether geospatial data has homeland security implications. It lists the following issues that officials should consider when deciding whether to restrict information:

Risk: Would the data be useful to terrorists for selecting targets or for planning and executing attacks?

Uniqueness: If the data poses a security risk, can the information be found anywhere else?

Net benefit of disseminating data: If the information poses a security risk, do the security costs of disseminating the data outweigh the societal benefits of public access?
