Test early, test often: Test solutions before instituting them.
Web design: Design Web sites as planned communities instead of urban sprawl. Sites need to be organized and planned rather than popping up all across the bureau.
Less is more: Consolidate IT where possible, including hardware, software, facilities, services, funding and staff.
Focus on the big picture: Buy IT enterprisewide.
Issue guidelines: Enforce the department's IT investment review process, and complete and enforce the department's IT architecture, which will use commercial products and standardize on those products.
IT everywhere: Manage IT as a standard commodity or utility.
