The Army Enterprise Infostructure-Enterprise Software Consolidation contract funded the purchase of 426,000 licenses through Softmart Government Service Inc., a federal contractor based in Downingtown, Pa. Army officials issued a memo in March to enforce the policy so regional information technology directors don't pay double for Microsoft products when they buy hardware or software.
