Davis: A champion for savings

Agencies began experimenting with the share-in-savings concept in the late 1990s, but Rep. Tom Davis (R-Va.), chairman of the House Government Reform Committee, has been pushing to broaden its use.

The E-Government Act of 2002 encouraged agencies to try share-in-savings by authorizing them to enter into as many as five share-in-savings contracts per year in 2003, 2004 and 2005. The contracts are limited to information technology projects.

The Acquisition System Improvement Act, as introduced by Davis, would have extended that authority. It included no limitations on the number of projects nor were they limited to IT. That provision did not make it into the final version of the bill.
