ACS hires IBM exec for state business
Tom Burlin will lead Affiliated Computer Services' newly formed Government Solutions Group.
Affiliated Computer Services has reorganized its state and local government practice and appointed a former IBM executive to head the operation.
ACS recently united its State and Local Solutions Group and State Healthcare Solutions Group under a newly formed Government Solutions Group. This week the company named Tom Burlin president of the new group. Burlin had been a partner with IBM Business Consulting Services, focusing on government.
ACS' state and local government work includes Medicaid claims processing and pharmaceutical benefits administration. The company’s main competitor in the Medicaid arena is EDS.
ACS’ chief financial officer, Warren Edwards, speaking on Monday at the Thomas Weisel Partners Growth Forum, said he sees state government opportunities in welfare eligibility, health care and pharmaceutical benefits services. He said he also believes more business will flow from next year’s implementation of the Medicare prescription-drug benefit.
ACS shed its federal information technology business in 2003, selling that segment to Lockheed Martin for $658 million while Lockheed Martin sold its commercial IT business units to ACS.
