GSA calls for help in analyzing procurement services
Contractor will analyze agency's assisted services and make recommendations about how to maintain them in the reorganization process.
The General Services Administration will hire a contractor in January 2006 to evaluate the restructuring of the Federal Technology Service.
The contractor will analyze and assess the workload distribution, allocation of resources, cost structure and actions required to rebuild the customer-assisted acquisition services function, currently being performed by FTS and other GSA business lines.
GSA is merging FTS and the Federal Supply Service into a single organization, the Federal Acquisition Service, as part of its ongoing reorganization.
“This indicates that GSA is taking a serious look at how to organize their assisted-services functions and to attempt to bring some consistency among the zonal offices,” said Neal Fox, former GSA assistant commissioner for acquisition. He now owns his own consulting company, Neal Fox Consulting.
Based on the analysis and assessment, the contractor will draw conclusions and make recommendations, according to GSA. The agency carried out a high-level evaluation this year, and the new assessment will mark the beginning of a more detailed analysis, Fox said.
The anticipated release date of the solicitation is Jan. 3, 2006. Companies will have 15 days to respond, and the contract will allow 90 days for the work to be done.
