I got a note from somebody at an agency that has had some cookie problems telling me that getting permanent cookies is not as easy as it would seem.
So I'm passing along this person's experience in case it might be helpful to others out there:

If you are interested in why so many government agencies have probably struggled with this, my somewhat dated version of cold fusion version (MX 6.1) doesn't have an option to use session cookies (it assumes you want permanent ones). To use session cookies, you have to tell cold fusion to stop using cookies altogether and then manually send two cookies within your code that assign cold fusion session variables to the cookie values. This is not obvious and isn't documented within my 2003 copy of the O'Reilly Cold Fusion MX 6.1 manual. Macromedia did not make this easy. I hope the newest version of Cold Fusion improved on this.
