Can you hear us now? Well, no!

As I mentioned, I am here in Hilton Head, S.C. for the American Council for Technology's 26th annual Management of Change conference here at the Westin in Hilton Head.

There has only been one big event, so far -- the awarding of the seventh annual Honorable John J. Franke Jr. award, in remembrance of Franke, who was the director of the Federal Quality Institute where he championed the cause of good government. The award went to Dave Winnergren, the CIO for the Department of the Navy. Wennergren is one of those amazing people who the government is very lucky to have. He is passionate about his work -- and that passion is infectious in the best sense of that word. He is a true leader in government IT and so the award is well deserved. Congratulations to Dave!

Marty Wagner, the acting commissioner for GSA's Federal Acquisition Service, was the dinner speaker wearing a stunning madras blazer.

But the big buzz about MOC so far is the location. The big issue -- most people don't get cell phone service here on Hilton Head Island. So if you are trying to reach most folks who are at the MOC conference, good luck.

And then there were a handful of people who didn't get their luggage. One person told me that she got her golf clubs, but not the rest of the luggage. Apparently, the smaller planes flying down here can't always handle all the people with their luggage and their golf clubs.
