The new GSA administrator Lurita Doan is wasting no time in her efforts to fix the troubled agency. Yesterday, I noted how she really surprised everybody by accepting her first speaking engagement. Then, this morning, she announced that Marty Wagner, who has been serving as the acting administrator for the new Federal Acquisition Service, is leaving that post to be replaced by the much respected Jim Williams, who will leave his post as head of Homeland Security's US-VISIT program.
This is a significant step because Williams is one of the best in this business and he is among a handful of people who are the true government procurement experts. And that is not to say anything bad about Wagner, who is also well respected, but I suspect even he would acknowledge that Williams is almost perfect for this job.
