San Diego's city government relies on a patchwork of mainframe computer programs, incompatible software and outdated machines resulting in wasted time and money, frustration and some safety risks, according to a San Diego Union-Tribune investigation that found that the city doesn't know how much it spends on computer systems or keep a master inventory of its equipment.
