Innovation can help info sharing

In response to "DOD struggles with incompatible data," there are capabilities today that will go a long way toward solving the information-sharing problem. We cannot be limited to past strategies. New innovative solutions are required. The use of communities of interest and standard data models has been attempted for years and the results have been less than acceptable. Standard data models do not provide the capability for organizations to use their semantics and require agreement among members within and across communities that is not practical.

Organizations must have the ability to use their own semantics, but this must be within a framework that includes commonality across communities. The capability must include the management of context that is critical to properly sharing information. These capabilities exist today and can be used to drastically improve information sharing.
