SARA panel chairwoman should study up on A-76
Assuming "Walker: Redefine 'inherently governmental'" quotes her properly, it is scary to hear Marcia Madsen, chairwoman of the Services Acquisition Reform Act panel, say, "The agency should think about that not just when it does outsourcing under [Circular] A-76, but when it buys services."
A-76 is not about outsourcing. If she took the time to learn the environment her panel is operating in, she would find that by far the majority of competitions under the current circular rules have been won by the government's in-house teams.
