Clinger-Cohen redux

In 2005, Federal Computer Week published features, cartoons and comment pieces on the Clinger-Cohen Act to mark the approaching 10th anniversary of the 1996 legislation. Clinger-Cohen was landmark legislation that changed the rules for buying and managing information technology in the federal government. One of our favorite pieces published that year is this column by Jim Flyzik, former deputy assistant secretary for information systems and chief information officer at the Treasury Department from 1997 to 2002. He is now in the consulting business with his own company, the Flyzik Group.
