USDA chose AT&T as its telecom services provider earlier this year under the Networx Universal program but canceled its delivery orders with the company and started the process to re-solicit bids after the other two vendors on the contract, Qwest Communications and Verizon, filed a protest Oct. 13, according to NextGov.
