FCW Insider: How would you write the CTO's job description?

President-elect Obama's decision to appoint a governmentwide chief technology officer has generated a lot of discussion about that person's job description.


For example, some observers wonder whether Obama is really looking for a policy person -- not a CTO but a CIO. Others wonder if the new administration will give the CTO the authority they need to be effective -- in particular, the budget authority.


A case in point is funds control. If an agency chooses to disregard a particular technology policy when developing a new program, will the CTO have the ability to withhold that program's funding?
